This statesman from Cauca was the republic president in 1830 and 1831. First son of Jose Joaquin Maria Mosquera y Figueroa and Maria Manuela Arboleda Arrachea, Joaquin Mariano Mosquera y Arboleda educate on his own city.
In 1792 was one of the students that read in the public school in lieu with Manuel Maria and Camilo Scarpetta Roo and other friends.
Enter to the Seminary and end his career in Bogota in the School Rosario, in where graduate in 1805.
In 1810 intervene in the events occurred in Popayan in behalf of the independence, of which he agree; as member of the municipal council, attend to the meeting in August 5.
In 1822 Bolivar, name him as plenipotentiary minister in Peru, Chile, and Buenos Aires with the mission to promote the American union. Was electro, member of the Popayan provincial chamber, president of the congress in 1842 and member in many times: state advisor and president of the republic elected by the congress on May 4, 1830 to substitute in property the liberator.
Mosquera possession on June 13, 1830 in the San Carlos Palace and was depose by a military riot that head General Rafael Urdaneta, on September 4. Return to the presidency on May 2, 1831, when resign Urdaneta, until November 23.
Between 1833 and 1835 worked as vice-president of the Nueva Granada; then was dean of the Cauca University and in many times, teacher of this education institution.
The government of the Bolivar State names him as representating to understand with the Cauca one while was issued the constitution of 1858. During his career he refuses the offering of many public positions as, for example, the direction of the Public Credit in Popayan in 1825. Mosquera belong to different scientific and literary corporations and was enthusiasm of the popular education. Was distinguishing as speaker and public writer, with special understanding of the law.
Married with his cousin Doña Maria Josefa Mosquera Hurtado, had five sons: Jose Maria, Pedro, Rosa, Mariana and Eusebia. Since 1558 was blind and die in Popayan in 1878, at 92 years 3 months and 21 days.
